Overview

Open Media Foundation's Approach to Census 2020

For Census 2020, OMF is leveraging its partnerships with nonprofits, access to legislators via the Colorado Channel, which OMF operates, and the various complete count committees in Colorado to ensure the content of the PSAs we produce resonate with the hard-to-count communities identified below and encourage participation. Our work begins with a state-wide PSA campaign, with the help of Colorado Broadcaster’s Association to reach an estimated 88% of Colorado residents in the first six months of 2020. In addition, OMF is directly supporting the creation of at least 12 additional locally-produced productions with regional media outlets, harnessing existing relationships for additional social media distribution through our nonprofit partners and Complete Count Committees. While these 30-second PSAs plant the seed with Coloradoans, we are following up with long-form radio broadcasts with Public News Service (PNS), local productions with rural media outlets through the Colorado Media Alliance, and social media toolkits that include local government representatives and offer audiences opportunities to learn more about the importance of accurate Census counts from the perspective of their neighbors and communities. By putting more information regarding the Census into more media outlets, we are able to distribute important messaging especially to rural populations and ethnic minorities as to why Census matters to them, their communities, and the state.

Native Population

 

CENSUS 2020 Colorado: Native Population from Open Media Foundation.

Past undercounts of Native populations have deprived hundreds of thousands of Native Americans of their voice in government and that’s why an accurate Census count is crucial.

 

This PSA was produced at the Adams 12 AIPAC Pow wow in partnership with Colorado Broadcast Association, Denver Indian Center, Denver Indian Family Resource Center, and Denver Indian Health and Family Services

Limited English Speaking Population

 

CENSUS 2020 Colorado: People Who Speak Limited Amounts of English from Open Media Foundation.

Historically, communities who speak only a little bit of English, or none at all, have not been accurately counted. The Census can be completed in 12 different languages by phone. Written instructions are available in 59 different languages.

Children Under 5

 

CENSUS 2020 Colorado: Counting Young Children from Open Media Foundation.

Kids under the age of 5 are another demographic that historically gets lost in the census. Count your child where they live and sleep most of the time, If the child spends equal amounts of time between two homes, count them where they stayed on Census Day, April 1. Parents should include babies on their census forms, even if they are still in the hospital on April 1.

Communities of Color

In the past, Communities of Color have been under counted as well. Representation for this community is more important than ever. That’s why an accurate count is crucial.

Adults of over 60

CENSUS 2020 Colorado: Counting People Over 60 from Open Media Foundation.

The money determined by Census impacts programs important to our state’s growing senior population, such as Medicaid. Limiting conditions and illnesses can lead to some of our older adults not being able to be counted or even being unaware of a census count, making it even more important for us to do our part.

People With Disabilities

CENSUS 2020 Colorado: Counting People with Disabilities from Open Media Foundation.

People with disabilities have been undercounted during past Census efforts. Being undercounted means less funding, less representation, and often misguided business decisions in our Colorado communities.

Immigrants

Census 2020 Colorado: Immigrants from Open Media Foundation.

Often, there is a mistrust of government, and fear of losing citizenship or being deported associated with filling out the Census. However, there is no citizenship question, nor can any information be shared. It’s incredibly important that our immigrant population is accurately counted.

 

This PSA was produced in partnership with Colorado Broadcast Association and with Colorado People’s Alliance during one of their citizenship classes.

Racial and Ethnic Minorities

CENSUS 2020 Colorado: Faith Leaders from Open Media Foundation.

People, regardless of race, religion, or immigration status, are must all be counted in the Census.  What people declare when they answer the Census is that they are here, and they are part of “we the people” and refuse to be excluded.
